An emergency plan is the series of operational intervention procedures to deal with any kind of disaster foreseen in a given territory.

Heavy rain, thunderstorms, snowfall, sea storms or strong winds can cause hazardous situations throughout the entire regional territory.
The entire region is exposed to seismic risk, therefore it is essential to be prepared to deal with an earthquake.
The climate of the region makes the area particularly vulnerable to forest fires.
In the event of critical situations associated with adverse weather conditions, the Regional Alert is issued by the Civil Protection Department via the Regional Operating Room (ROR). The emergency plans define the activities to be carried out according to the type of alert issued. The activities to be performed are defined according to three levels, called operational phases: "warning", "pre-alarm" and "alarm."
When issued at a regional and municipal level, the yellow alert provides for the activation of the operational warning phase.
When issued at a regional level, the orange alert provides for the activation of the operational pre-alarm phase, while at a local level, either an operational warning or pre-alarm phase is activated.
When issued at a regional level, the red alert provides for the activation of an operational alarm phase, while at a local level, at least a pre-alarm phase is activated.
Integrated Civil Protection SystemAll components of the State System jointly contribute towards the Integrated Civil Protection System, with specific areas of competence and clear interventional responsibilities.
In emergency situations, the Prefectures perform the functions of the unified management of emergency services in collaboration with the competent State Bodies.

In the Regional Division of the Civil Protection Operations Centre, the Regional Operating Room (ROR) is operational 24 hours a day, 365 days a year (Freephone Number 800 500 300).
